"His figure clearly falls under the Law on Decommunization, and since 2016 the Ukrainian Institute of National Remembrance has been calling for the monument to be removed from the heart of the capital. But, unfortunately, during 2016-2022, the Kyiv City Council and the Ministry of Culture and Information Policy of Ukraine shift the responsibility for dismantling to each other.

Oleg Slabospytsky emphasized that, despite eight years of war with Russia, there are more than 200 memorial signs to Soviet and Russian figures in the capital, which must be demolished.
"The Kyiv City Council voted on the official dismantling of such memorials, but no one was even going to implement the decision. It's commonplace that no one created a working group to agree on the final list of objects by July 14," he says.
