On December 6, it became known that the District Administrative Court of Kyiv canceled the order of the Ministry of Culture and Information Policy No. 625 dated August 6, 2021. The participants in the process and the public were indignant, because the consideration of the case took place according to the rules of simplified legal proceedings without prior notification.
The judge argued that "Flowers of Ukraine" is "an object of Soviet times, in a state that does not add aesthetic beauty and value to the historical face of Kyiv."

This intention caused a heated public debate about the role of modernist heritage, and the developer's first steps - the start of preparatory work on the site and the dismantling of the glazed cascade on the facade - caused outrage from Kyiv activists.
On July 11, Kyiv residents physically seized the building, preventing the work of the builders. The events at the construction site attracted the attention of officials of the KMDA and the Ministry of Culture. It turned out that the building, despite its architectural merits (in the opinion of many authoritative Ukrainian architects - indisputable), was not included in the security registers.
On July 13, a meeting of the board of the Kyiv organization of the National Union of Architects of Ukraine (KONSAU) was held in the Architect's House, as a result of which it was decided to start the procedure for entering the building into «State register of objects of cultural heritage» retroactively, which is unprecedented.
On August 3, the building acquired the status «newly discovered object of cultural heritage» and by order of the Department of Cultural Heritage Protection of the KMDA, it was entered into «List of objects of cultural heritage of Kyiv». In a few days, the Ministry of Culture entered the object into the state register of monuments.
