The main idea of the authors, Oleg Volosovskyi and Roman Garbuzyuk, — to preserve the surviving walls and bring them back to life with a new architectural insert that will unite the two parts of the building.
According to the plan, the project gains strength precisely in the combination of old forms with new ones, so that residents and guests of the city can see the combination of the state of Ukrainian architecture - before and after the war.
As a result of the destruction, the building of the Mykolaiv Regional State Administration was split into two parts. The entrance group, which was an accent and harmoniously held the side planes of the facade, was destroyed. With this in mind, the architects decided to work with the remaining forms: the two surviving parts of the building.
Option 1. "Sails"
Mykolaiv has been a city of sailors since its foundation, so during the development of options for the reconstruction of the ODA building, one of them is dedicated to the maritime theme. A plastic-dynamic form grows on the destroyed place, resembling a spinnaker, symbolizing a powerful movement into the future. Wind-filled sails, personifying dynamics, push into a new life full of faith and hope.

In addition to returning the building to working condition, another, no less important goal is to modernize it functionally, to fill new spaces with light, to saturate the formed lobbies with functions, halls with rest areas that will cut off the dark long corridor with offices on both sides. Meeting rooms, conference rooms and waiting areas for visitors can also be placed there.
Option 2. "Shield"
The surviving part of the walls is the body, and the new part of the facade is a shield that protects the affected area. By design, it is an overlay on the facade that protrudes relative to its main plane. It will differ in color, material, window pattern.

It is also proposed to raise it above the main floors, thus making it dominant over the metric alternation of windows and pilasters, which will draw attention to the entrance to the building. This option does not change the functional composition of the premises, the architects note.
Option 3. "Memorial"
This is the memory of the missile attack that took place on March 29, 2022; a reminder of the war unleashed in the XNUMXst century, of losses, separated families, mutilated lives. A metaphorical message to future generations about the current dire times.

According to the third option, the building of the Mykolaiv Regional State Administration will have reinforced main structures. Functional connections will be restored with the help of floating galleries that connect the two parts of the building. The accent will be a spatial design inspired by a Cossack tent, which can accommodate a space for conferences.
Sub-option 3.1.
Instead of a suspended tent, in the space between the two parts of the ODA building, it is proposed to place a ball, inside which a museum can be located, which will highlight the events of the war.
