It defines ways of rebuilding destroyed settlements, procedures for placement of temporary housing structures, and simplifies the processes and mechanisms of construction of new facilities for temporary residence of persons who have lost their homes. Evacuation processes of enterprises from territories where fighting is going on will also be regulated now.
In addition, the law introduced a new special type of urban development programs - the Program for the Comprehensive Reconstruction of a Settlement (Territory). It defines spatial and socio-economic priorities, as well as a set of measures for the restoration of territories.
Simultaneously, according to ecoactivists, the legal norm also has negative aspects. In particular, we are talking about the cancellation of the strategic environmental assessment of programs for the restoration of regions and territories of territorial communities.
They note that reconstruction without a comprehensive environmental study can lead to a deterioration of the ecological situation in the long term in Russian-destroyed settlements and deprive Ukraine of part of the investment funds for reconstruction.
