According to the city council, entrepreneurs started illegal construction last year. It is about an underground passage that used to belong to the Kinescope plant, and later became the property of the State-Quo Legal Agency.
Entrepreneurs have started reconstruction there. The city inspection of the DABK turned to Kyiv with a request to conduct an official inspection, because during the reconstruction, the entrepreneurs changed the structure and increased the size of one of the entrances to the underground passage.

"It is not just about reconstruction, but about the seizure of communal land - the underpass has been "expanded" by approximately three meters of the sidewalk," the city council said in a statement.
It was possible to officially take measures due to the war only with the permission of Kyiv, but the Lviv authorities did not receive it. Therefore, the DABK city inspection turned to the prosecutor's office. The police opened criminal proceedings.
