In Kyiv, they still plan to create shelter stops: activists and experts are against

The authorities of the capital have reviewed aspects of citizens' safety while traveling in public transport and now want to install civil protection structures at bus stops.

In August, the mayor of the city Vitaliy Klitschko said, that currently the financing of such an initiative will not take place due to a lack of funds, however, already on September 28, the commission of the Kyiv City Council on Transport, Communications and Advertising supported the corresponding draft decision. 

Now the Department of Transport Infrastructure of the KMDA together with KP "Kyivpastrans" must determine in a month the list of places with the largest concentrations of passengers, in order to install reinforced concrete mobile shelters there in the future. 

"As world experience, in particular Israel's, shows, the arrangement of "safe stops" is based on the principle of their quick availability and the ability not only to withstand the destructive power of weapons, but also to protect the population from a deadly threat," - emphasized Kyiv City Council member Hanna Svyridenko.

On the other hand, architect Anatoly Frolov believes that this will not solve the security problem. According to him, a more reasonable solution would be to open the already existing shelters, which are in almost every building, and bring them into order.

"It will be much more effective and there is no need to spend space funds from the budget," — he says I-UA.tv Frolov.

Similar thought adhere to at GI "Passengers of Kyiv". Activists emphasize that the arrangement of shelter stops will not help save lives, because they cannot withstand direct hits of projectiles, and therefore "have no meaning."

They associate the decision to set up mobile shelters with the reluctance of the authorities to take into account the needs of the community and give permission to public transport to carry out transportation during air raids. 

"There are thousands of public transport stops in Kyiv. The structures that can be used for potential protection are prefabricated, so they cannot withstand a direct or close impact... We have a situation where hundreds of millions of hryvnias from the city budget will be invested in this project at a time when Kyivpastrans is delaying the salaries of employees for several months and losing income due to downtime during the air raid," the activists note in the post.

It is interesting that the decision to establish shelters was made immediately after "Passengers of Kyiv" with the support of deputies registered the KMDA draft decision on the uninterrupted transportation of passengers by public transport during alarms. 

It is worth noting that the day before, the mayor of Kyiv himself stated that the arrangement of such stops is not realistic, because the project requires large-scale financing, and there is no money for this in the city budget.
