As Sadovy noted, according to the proposed draft law, control functions will be given to a private inspection company, which can be created by the developer himself. Instead, representatives of the city council will not even have the right to enter the territory where construction is taking place.
"We are offered to manage the city, but our hands are tied. I am very sorry that this is happening today. This reform needs a broad discussion and an opportunity to hear all sides of the process. It is impossible to talk about local self-government without local self-government. Do not involve local self-government! Postpone consideration of bill #5655!" – noted Garden.

Kyiv Mayor Vitaly Klychko also spoke out against the adoption of draft law No. 5655 in its current version.
"In fact, this is a bill that completely eliminates the city's control over construction. And it creates the conditions for a monopoly, centralized admission of builders to the market. And those who enter will be allowed to create a private body to control urban planning activities without any influence of the state or local self-government! Thus, arbitrary construction becomes fully legalized, violating the rights of both land owners and community residents," the mayor wrote on his Facebook page.
Klitschko emphasized that the Association of Cities of Ukraine and the mayors of cities have repeatedly emphasized and called on the deputies to finalize draft law No. 5655, to discuss it with the public, professional circles, and local self-government. And only then bring it to the parliament for a vote.
Vitaly Bezgin, the head of the specialized subcommittee of the Verkhovna Rada, in his turn, called on the People's Deputies to sit down at the table and resume the discussion on the draft law.
"The main problem of this bill is the lack of dialogue between the parties, the lack of desire to hear the other side. Instead of wasting resources on mutual hate, pressure and media campaigns, it is worth sitting down and finding a solution in a transparent way. Without an open discussion, outside observers have well-founded suspicions... I urge the authors and representatives of local self-government to sit down and open all the cards. Basically, no emotion, do it live. There is time, as the draft law still enters into force with a delay," said Bezgin.
It should be noted that today, December 13, the Verkhovna Rada is to consider the scandalous bill No. 5655. According to the media, people's deputies plan to vote for the document without discussion.
