The KMDA plans to create a parking lot for 320 cars at Kiyanivskyi Lane, 13–21, within the boundaries of several archaeological monuments: "Cultural layer of the city of Yaroslavl", "The end of Kopyriv", "Settlement and burial ground on Dytynka mountain" and "Historical landscape of the Kyiv mountains".
"The preservation of cultural heritage is an element of national security. The destruction of an archeological monument of national importance for the sake of building an underground parking lot on Starokyivska Gora is unacceptable," the ICSC said in a statement.
It should be noted that despite the disagreement of society and comments from some KMDA deputies, on November 14, at a meeting of the Land Commission, they supported the construction of an underground parking lot on Peizahnaya Alley.

"Three deputies took the floor to explain the absurdity and harm of this project, but the chairman of the land commission called their speeches "unconstructive criticism." For these decisions, we "thank" first of all the head of the land commission Mykhailo Terentyev, who repeatedly brought scandalous projects to consideration despite the remarks of adequate deputies", - official sites of both clubs report in the "Heritage" community.
According to the detailed plan of the territory (DPT), the project also includes an office building and a bridge, and the parking lot will have a dual purpose with the properties of an anti-radiation shelter.
In turn, in KMDA argue the solution is that the area where the construction of the shelter and parking is planned does not belong to the park zone and was built up with garage boxes with retaining walls even during the Soviet period.

"These constructions were mostly built by themselves, that is, without appropriate project documentation and any archaeological research. The mode of use of this territory, determined by the scientific project documentation of the monument protection zones, does not provide for the prohibition of new construction, but only imposes certain restrictions, in particular height restrictions", - added the KMDA.
The project for the construction of a shelter and parking lot should be considered at a meeting of the Kyiv City Council. Before the start of construction work, the KMDA promises mandatory archaeological research of the territory.
