The Ministry of Culture nevertheless recommended dismantling the monument to Soviet General Vatutin

On January 25, the institution held meeting of the expert commission on the future fate of monuments of Soviet and Russian figures in Kyiv. 

With regard to the sculpture of Soviet general Mykola Vatutin, the experts of the ICIP recommended to the KMDA to dismantle and move it, as well as to recognize the object as meeting the criteria and signs of a monument of monumental art.

Even earlier, the monument was taken into account by the order of the Main Department of Cultural Heritage Protection of the KMDA dated 06.04.2010/10/13 #10/XNUMX-XNUMX (history, monumental art) and thus acquired the status of a newly discovered cultural heritage object.

Therefore, it is possible to dismantle the monument even before the decision of the ICIP, taking into account its current status as a newly discovered object of cultural heritage. In this case, dismantling and relocation require the production of project documentation. However, the current legislation does not provide for the approval of such documentation by the ICIP. Therefore, the matter is entirely up to the KMDA.

In addition, the monument can be dismantled after its removal from the List of newly discovered objects, which is carried out by an administrative act of the local body for the protection of cultural heritage. In this case, it can be done without project documentation, based on the decision of the KMDA on its relocation.

According to the legal procedure, after the review of the Expert Commission of the ICIP, the Ministry must consider the recommendations of the commission and may conduct additional consultations, resubmit to the commission for consideration in order to clarify the recommendations, or make a final decision regarding the entry or non-entry of the object into the State Register of Immovable Monuments of Ukraine. 

Considering the commission's recommendation to dismantle the object, the possibility of a decision not to enter the monument into the Register of Immovable Monuments is being considered, and the MKIP will inform the KMDA about it. Then the object will be removed from the List of newly discovered cultural heritage objects according to the procedure.

We will remind you that the day before, the adviser to the mayor of the capital and the deputy of the Kyiv City Council, Dmytro Bilotserkovets, said that the specialized expert commission is delaying the process of dismantling the sculpture of the Soviet general. In particular, the object was recommended to be included as a monument of monumental art, which will complicate and delay the process of its demolition. Now they are waiting for an order from the ministry, after which the city will be able to remove the monument from the public space.

By the way, a monument to Vatutin was erected over his grave in Mariinsky Park of the capital. Its author was the sculptor Yevhen Vuchetych.
