The relevant application is available on September 1 on the website of the Kyiv City Council registered Anton Panasenko. The man demanded to open free toilets at all metro stations in the capital.
"Make a free toilet at all metro stations (three cubicles at one station)... It will be more convenient for Kyiv residents and guests of the city," the explanation reads.
The author of the petition also notes that, in his opinion, passengers can use the restroom for free, because they have already purchased a metro ticket.
In a few days, the proposal gathered the necessary 6 votes and was considered by the Kyiv City Council.
At the end of October, an answer appeared from the deputy mayor - secretary of the Kyiv City Council, Volodymyr Bondarenko, in which he noted that free toilets will be opened for visitors to the capital's underground only after its reconstruction.
"The design and construction of new ones, reconstruction and technical re-equipment of existing lines, separate structures and devices of the subway takes place in accordance with the state building regulations, which are approved by the Ministry of Development of Communities and Territories of Ukraine.
The state construction regulations, which were in effect at the time of the design and commissioning of the existing subway facilities, did not provide for the provision of public toilets. The restrooms available at the stations belong to the service premises and are intended for employees of the Kyiv Metro Public Utility Company," the statement reads.
At the same time, Bondarenko notes that during new construction and reconstruction, sanitary units should be provided within the station lobby. It is also allowed to arrange sanitary units in combined underground passages outside the escape routes or next to the station on the surface of the earth, but then they must have a separate domestic sewage system from the subway.
"Currently, there is no provision for reconstruction of the existing metro stations either in 2022 or 2023, including due to the lack of an objective need for this," the official concludes.
